Rajasthan Time-of-Day Tariff 2026: Can Factories Save More by Shifting Loads Than Buying a Battery?

ShareLinkedIn WhatsApp

India's evening electricity-market prices have raised an important question for Rajasthan factories: should businesses invest in batteries, or first move flexible electricity consumption to lower-cost hours? Wholesale procurement prices are not the same as regulated retail electricity tariffs.

Why Electricity Costs Differ by Time of Day

Solar production is concentrated during daylight. When solar generation declines in the evening, electricity demand must be supplied by other resources. Time-of-Day (ToD) tariffs are designed to encourage use during less constrained hours.

Rajasthan FY2026–27 ToD Tariff: What Applies?

RERC issued the FY2026–27 DISCOM tariff order on 30 March 2026, reported effective from 1 April 2026. Contemporary reporting describes, for applicable consumers above 10 kW connected load, a 5% additional energy charge from 6–8 AM, a 10% discount from noon–4 PM, and a 10% additional energy charge from 6–10 PM. Actual applicability depends on category, load, metering and the governing tariff schedule. These adjustments must not be applied to every billing component.

Illustrative Savings from Load Shifting

Assume an energy charge of ₹8/unit before ToD adjustments. A 10% daytime discount gives ₹7.20/unit, while a 10% evening premium gives ₹8.80/unit. Moving 100 units of consumption daily from evening to daytime saves ₹160/day, or ₹48,000 over 300 operating days. This is a hypothetical illustration, not a quotation of an actual Rajasthan bill; changes to labour, production, demand charges and other components are excluded.

What If a Battery Shifts the Same Energy?

At an illustrative 85% AC-to-AC round-trip efficiency, a battery must charge with approximately 117.65 units to deliver 100 units in the evening. Charging at ₹7.20/unit costs approximately ₹847.06; avoided evening purchases at ₹8.80/unit are worth ₹880. Gross daily arbitrage benefit is about ₹32.94, or ₹9,882 over 300 days, before battery capital cost, financing, maintenance and degradation. Direct load shifting can therefore outperform battery-only tariff arbitrage in this example.

What Changes With Rooftop Solar?

A factory with surplus daytime solar may consume generation, export it under its approved arrangement, store it, or schedule flexible processes to use it. Surplus solar is not necessarily free: it may have an export or alternative-use value. The correct comparison is the value of avoided evening imports after battery losses against the forgone value of daytime energy.

When Can BESS Still Make Sense?

Commercial batteries may provide backup during outages, peak-demand reduction where the tariff rewards it, increased solar self-consumption, power continuity and energy-management benefits. These benefits depend on equipment design, actual tariff terms, cycle frequency and technical limitations. A battery should be assessed using all substantiated value streams, not only the headline peak/off-peak difference.

Does a Reported ₹20 Wholesale Electricity Price Apply to Your Factory?

No. Reports of some DISCOMs purchasing short-term electricity at around ₹20/unit describe wholesale procurement conditions, not a newly notified universal industrial retail tariff. A conventional DISCOM consumer pays applicable regulated charges. Market-linked or open-access arrangements may have different exposure, depending on contracts, scheduling, settlement and charges.

Five Steps for Rajasthan Industries

1. Analyse 12 months of bills, including energy, demand and ToD charges. 2. Obtain interval-load data and identify evening peaks. 3. Identify flexible loads that can be shifted without compromising output or safety. 4. Compare rooftop solar and permitted open-access options. 5. Only then model battery cost, losses, degradation, financing and backup value. A well-designed energy management system can help schedule loads and alert operators to peaks.

Frequently Asked Questions

Does every Rajasthan consumer pay an evening ToD surcharge?

No. Applicability depends on the consumer category, load, metering and governing RERC tariff schedule.

Can a factory reduce bills without installing solar?

Yes. If ToD applies and processes can be shifted safely, moving demand to lower-cost hours can reduce the energy charge.

Is battery storage always profitable under ToD tariffs?

No. Efficiency losses, capital expenditure, utilisation and other costs may outweigh simple tariff-arbitrage savings.

Is ₹20/unit the new Rajasthan industrial tariff?

No. That figure concerns reported short-term utility procurement transactions.

Conclusion and Wattscore Recommendation

The cheapest battery may be the load you can shift. Businesses should begin with actual tariff and interval-consumption data, identify flexible operations, and compare solar, demand management and storage using realistic lifetime economics.
