PMC & Owner’s Engineer Services

Technical oversight, on the owner’s side.

Define owner requirements, review engineering and procurement, monitor construction quality and coordinate commissioning and handover against an agreed project scope.

What an engagement can cover

  • Owner requirements, tender scope and bid-document review
  • Design, drawings, equipment and technical-submittal review
  • Construction monitoring, QA/QC observations and progress review
  • Testing, commissioning and punch-list coordination
  • Handover documentation, operating records and close-out review

Start with the right information.

Share the project brief, tender or EPC scope, available drawings and specifications, project schedule, contractor responsibilities and the decisions where owner-side review is required.

A clear engagement process

  1. Define the owner requirements, review boundaries and reporting responsibilities.
  2. Review engineering, procurement and construction evidence against the agreed scope and record material observations.
  3. Support testing, commissioning, punch-list closure and handover documentation within the agreed mandate.

Before we begin

What can an Owner’s Engineer engagement deliver?

Depending on scope, deliverables can include tender or design review notes, technical submittal comments, site-observation reports, progress or quality observations, commissioning review and handover close-out records.

Is the Owner’s Engineer the EPC contractor?

No. The owner-side role reviews and monitors against agreed requirements; it does not replace the EPC contractor’s design, construction, safety or performance responsibilities.

How are independence and conflicts handled?

The engagement should disclose relevant commercial interests and define responsibilities clearly. Wattscore should not act as independent reviewer of its own EPC delivery on the same scope.
